The Seating of an athetist & the N.C. Constitution / An Open Letter

Dear Lt. Governor Dalton,
This letter is intended as a notification of an action by the City of Asheville to seat a man on its City Council that is deemed by the North Carolina Constitution to be disqualified under Article VI section 8, and his inability to comply with section 7 of same Article.
As a citizen, I forewarned the City Attorney, District Attorney, the Board of Elections, and print and visual media of said. I was told in a telephone conversation several hours before the swearing in ceremony took place on December 8, 2009, by the City Attorney, the Honorable Bob Oates, that the City had prescribed to the determination of Constitutional scholars that the aforementioned Article and sections were not enforceable.
Am I to believe that the General Assembly that you preside over and who are protectors of said Constitution and contents of would post a document that contains illegal and non-forceable content that I as a citizen cannot quote and defend as Constitutional law?
The Preamble of the Constitution of North Carolina states: We, the people of the State of North Carolina, grateful to Almighty God, the Sovereign Ruler of Nations, for the preservation of the American Union and the existence of our civil, political and religious liberties, and acknowledging our dependence upon Him for the continuance of those blessings to us and our posterity, do, for the more certain security thereof and for the better government of this state, do ordain and establish this Constitution.
Cecil Bothwell, (Councilman in question) in a published book on page 199 acknowledges and admits that he does not believe in God or any supernatural beings of any stripe. And that the belief in God has caused a whole lot more problems than it has solved. On page 197 of this same book, Mr. Bothwell states that the Honorable Rev. Billy Graham’s labor is a tainted apple, and a society hungry for salvation will be a long time recovering from the ministrations of the prince of war.
In today’s issue of the Asheville Citizen-Times newspaper, it is quoted that Law experts say the State rule is likely illegal because the U.S. Constitution says there should be no religious test for office. Be that as it may, these experts did not write our Constitution, and the City of Asheville owed to not only myself, but to the many others to seek out a determination from you our appointed lawmakers and guardians of our State Constitution to provide a ruling as to the legality of Article VI section 8 which clearly states that a person that does not believe in God is disqualified from taking office. This arrogant action puts them above the law whether it be good or bad, it is written and has not been amended by your body.
I as a citizen of this State seek due recourse from you and the Body of Government that you head for the illegal action taken by the City of Asheville to seat this anti-Christ without consultation with you and the Legislative body that you head.
